API – ASEAN Policy Implementation


As one of the fastest growing regional economies in the world, with a GDP of more than $3 trillion, the Association of Southeast Asian Nations (ASEAN) plays a vital role in setting shared goals and standards for its 10 member states to stimulate national economic reform and guide regional economic integration and cohesion.  However, implementation at the national level varies from state to state. The U.S. Agency for International Development (USAID) works with ASEAN member states to help carry out ASEAN policy agreements that advance economic growth and rules-based governance.


In alignment with the U.S. Strategic Partnership with ASEAN and the ASEAN Comprehensive Recovery Strategy, USAID’s ASEAN Policy Implementation (API) project works to:

  • Identify needs and opportunities to advance ASEAN policy implementation at the national level, and
  • Provide technical assistance to member states to strengthen implementation of ASEAN policies. 

USAID helps close the loop on endorsed ASEAN policy initiatives at the member state level and targets areas of accountability where countries have made commitments underpinned by close collaboration with regional USAID flagship projects: Inclusive Growth in ASEAN through Innovation, Trade and E-Commerce (IGNITE) and Partnership for Regional Optimization within the Political-Security and Socio-Cultural Communities (PROSPECT).



USAID collaborates with the Philippine Bureau of Customs to link the Philippines’ National Single Window (NSW) to the ASEAN Single Window (ASW).  This will help BOC electronically exchange trade information, including  the ASEAN Customs Declaration Document (ACDD), through the ASW regional trade facilitation platform. The linkage will broaden economic integration and meet the Philippines’ ASEAN commitment to digitize trade processes, maximizing the potential for intra-ASEAN trade.

In support of this goal, API:

  • Conducted research for the Business Processing Analysis report to develop the ACDD Operations Portal to facilitate the digital exchange of export declaration information among the ASEAN member states process ACDD exchanges.
  • Provided technical assistance to install the ACDD Operations Portal, including the design and development of the system, to route export declaration information through the ASEAN Single Window (ASW). The electronic ACDD will also support the Customs Bureau risk management functions by providing visibility and data analytics to various intelligence, enforcement, and monitoring systems.


USAID supports ASEAN member states implementation of the ASEAN Framework on Digital Data Governance.  ASEAN member states have a commitment to accelerate and expand digital economy integration with ASEAN.  USAID provides comprehensive research assistance to map the implementation status of the ASEAN Framework on Digital Data Governance to more effectively achieve ASEAN commitments in digital data governance.
