USAID partners with ASEAN to support  regional inclusive growth and economic integration, while strengthening  rules-based systems in support of a peaceful, secure and prosperous region. 

The U.S. Agency for International Development (USAID) plays an important role in advancing the ASEAN-U.S. Comprehensive Strategic Partnership and supports the ASEAN U.S. Plan of Action 2021-2025. In 2020, USAID signed the first Regional Development Cooperation Agreement (RDCA) with the Association of Southeast Asian Nations (ASEAN) to deepen partnerships in trade facilitation, digital economy, science and technology, tackle non-traditional security threats, and promote good governance. Contributing to the implementation of the ASEAN-U.S. Plan of Action, this up-to-$50 million agreement through 2029 enables USAID and ASEAN to work in partnership to design and implement programs to address regional and global challenges, ASEAN’s capacity to further regional economic integration and growth, and ASEAN’s advancement of rules-based architecture to uphold human dignity and rule of law.

Growing and Solidifying a Long-term Partnership 

Since its 1967 establishment, ASEAN has significantly advanced regional security and stability, fostering economic development and cooperation on transnational issues among its ten member states. Despite  Southeast Asia’s growth, there continues to be gaps in human resources, institutional capacity, infrastructure, and competitiveness. USAID’s technical assistance in policy development and implementation have been key in addressing these disparities, promoting inclusive growth and supporting human dignity and the rule of law – essential for ASEAN’s continued regional leadership.

USAID continues to support nearly 50 years of cooperation with ASEAN to connect, convene, and catalyze Southeast Asia’s expertise and capital to address the most pressing regional issues. USAID’s work concentrates on transboundary challenges that cannot be solved solely at the national level. USAID and ASEAN also work with private sector partners to leverage resources to further increase impact and sustainability.

USAID’s Development Cooperation with ASEAN

The ASEAN USAID RDCA exemplifies the strong and enduring relationship between the United States and ASEAN. Operating under the USAID Regional Development Mission for Asia and closely coordinating with the U.S. Mission to ASEAN, USAID’s ASEAN Office collaborates with ASEAN and its member states to enhance trade facilitation, digital economy, science and technology, tackle non-traditional security threats, and promote good governance. These programs focus on managing natural capital, regional integration, and protecting vulnerable populations, integrating cross-sector priorities like supporting micro, small, and medium enterprises (MSMEs), private sector engagement, gender equality, and women’s empowerment to enhance sustainable, inclusive development.
